Mask compliance is bad among tourists something Thais complained about a great deal at first but which they now let go because many are financially desperate. I am in very tourist dependent Phuket we got whipsawed all over the place as their testing ground: they closed the Sarasin bridge (the only way in or out of the province by land) and the airport because Covid and wouldn't reopen until they tried to institute the jab passports and needed 100% jab compliance for any public facing job. They tried all that stuff you are talking about in Japan with the same results as you speak of: nobody came. So now some Thais are assessing their debt and over it...
